Regulations, 2022

I N T R O D U C T I O N:

The Centre for Policy Research, Bangladesh published the 5th Edition of the regulations to be called the regulations, 2022 of Centre for Policy Research, Bangladesh (Hereinafter called the regulations, 2022).

B A C K G R O U N D:

The Centre for Policy Research, Bangladesh (Hereinafter called the CPR, Bangladesh) is a specialized research and innovation (R&I) institute in Bangladesh that was established on Feb 24, 2008 for national and international policy, process and strategy development, based on the new (Matrix) method of Economic Analysis. Since 2016, it has been growing up its activities internationally, particularly in the field of development economics, science, technology and innovation (STI) and intellectual property (IP).

A. Short title and commencement: This regulations may be called the regulations, 2022 of Centre for Policy Research, Bangladesh.

B. D E F I N I T I O N S :

  1. License Parties and Strategic Partners mean the license parties and strategic partners of Centre for Policy Research, Bangladesh;
  2. Franchise Parties and Strategic Partners mean franchise parties and strategic partners of the Centre for Policy Research, Bangladesh;
  3. The intellectual assets (Annex-I) of Centre for Policy Research, Bangladesh mean intellectual properties that is integrated the trade secrets, economic models and operational mechanisms of Centre for Policy Research, Bangladesh;
  4. The Trade Secrets mean the trade secret documents of Centre for Policy Research, Bangladesh;
  5. The new (Matrix) method of Economic Analysis means a high impact international intellectual property (IP) related innovation of Centre for Policy Research, Bangladesh;
  6. The Innovation & Innovator Cell (IIC) development under Public-Private Partnership means a high impact international intellectual property (IP) related innovation program of Centre for Policy Research, Bangladesh;
  7. The IPDP – Intellectual Property Development Program means a high impact international intellectual property (IP) related innovation of the Centre for Policy Research, Bangladesh;
  8. Economic Model(s) mean(s) the economic model(s) of Centre for Policy Research, Bangladesh that work at creation and development of world class science, technology and innovation (STI) and intellectual property (IP) and its commercialization and industrialization at national and international level;
  9. Operational Mechanisms mean the operational mechanisms of Centre for Policy Research, Bangladesh that work at creation and development of world class science, technology and innovation (STI) and intellectual property (IP) and its commercialization and industrialization at national and international level;
  10. Basic Commitments mean the Agreement between Centre for Policy Research, Bangladesh and license party or franchise party and strategic partner of  Centre for Policy Research, Bangladesh;
  11. The Principles Rules of the Operations mean an integrated innovation management framework governed by Centre for Policy Research, Bangladesh and license parties or franchise parties and strategic partners of Centre for Policy Research, Bangladesh;
  12. Head of Centre for Policy Research, Bangladesh means Managing Partner of Centre for Policy Research, Bangladesh;
  13. Management of the Centre for Policy Research, Bangladesh means management team (Annex-II), license parties (Annex-III)  and strategic partners of Centre for Policy Research, Bangladesh.
  14. Key activities of Centre for Policy Research, Bangladesh mean the technology licensing, technology transfer, innovation  and innovation management activities of Centre for Policy Research, Bangladesh (Annex-IV).

C.  P U R P O S E : 

15. Centre for Policy Research, Bangladesh is intended to secure the intellectual assets and to exploit the models and mechanisms commercially and industrially at national and international level under the regulations 2022 of Centre for Policy Research, Bangladesh.

D. Implementation:

16. The implementation under the basis commitment for using the models and mechanisms of Centre for Policy Research, Bangladesh to the license or franchise party and strategic partner of Centre for Policy Research, Bangladesh at national and international level.

E.  Economic Model(s) and Mechanisms:

17. The Economic Models & Operational Mechanisms of Centre for Policy Research, Bangladesh shall be used for license or franchise party and strategic partner of Centre for Policy Research, Bangladesh.

F.  Change the Regulations:

20. The regulations, 2022 may be amended, suspended or cancelled only by the Centre for Policy Research, Bangladesh or by the order of Supreme Court of Bangladesh.

21. The License or franchise parties and strategic partners shall be given notice of any such variation, amendment of the regulations 2022 of Centre for Policy Research, Bangladesh to Centre for Policy Research, Bangladesh and the notice shall be given in writing and sent by Email or post within 10 working days, after the posting.

G. Repeal & Saving of the Existing Regulations:

22. The regulations for using the collective mark of Centre for Policy Research, Bangladesh, 2016, 2018, 2020 and 2022 (Hereinafter referred to the repealed regulations of the Centre for Policy Research, Bangladesh) shall be repealed immediately as the regulations, 2022 come into Force.

23. In this event, all kinds of agreements, intellectual property (IP) assets and other development works of Centre for Policy Research, Bangladesh at national and international level have been executed by the repealed regulations that will be taken under the regulations 2022 of Centre for Policy Research, Bangladesh.

H.  G E N E R A L :

24. The conditions for using the economic model(s) and operational mechanisms of Centre for Policy Research, Bangladesh shall be primarily governed by and constituted in accordance with the Law of Bangladesh. The aggrieved parties may submit any dispute arising here-under the Supreme Court of Bangladesh. However in special circumstances, subject to the mutual Agreement, it may be in any other country.
